Integration and Participation of Migrants in Hungary
This Background Analysis made by Artemisszió Foundation examines Hungary's shifting migration dynamics, from historically being a net sender to an increased influx since 1990. Despite a low percentage of foreign citizens (2%), anti-immigration sentiments have dominated political discourse since the 2015 refugee crisis, resulting in restrictive measures and campaigns against foreigners. Hungary lacks comprehensive integration policies, with civil society organizations playing a crucial role in providing services despite facing government hostility and funding cuts. The MIPEX analysis reveals structural barriers in education and political participation for migrants. Limited data complicates the analysis of migrants' conventional and non-conventional participation, with refugees often viewing Hungary as a transit country, contributing to low civic engagement. Barriers include reactive government policies, a hostile political environment, and a lack of initiatives involving migrants in decision-making. The report underscores the need for inclusive policies, addressing structural barriers, and recognizing civil society's role in facilitating migrant integration.
