Who can be eligible for health services by being entitled?
Persons who have an insurance relationship can become entitled to all health insurance benefits by paying contributions. Uninsured persons (e.g. pensioners, people receiving childcare) can only become entitled to health benefits under social security rules on the basis of social solidarity, because although they do not pay contributions themselves (but someone, like the state pays instead of them), they cannot be deprived of health care.

Payment of health service contributions
Hungarian Citizens, Refugees, Beneficiaries of subsidiary protection and immigrants and settled people (permanent residency permit) are considered as residents ("belföldi") when it comes to social security and if they are not insured (e.g. working) or being entitled (e.g. full-time students) they have to compuslarily pay monthly health service contribution.

Health service by agreement
Those who are not entitled to health insurance services for any reason, so not insured and entitled (e.g. third country nationals with family reunification visa to another third country national, students without government scholarships) may conclude an official contract or agreement with the health insurance body to ensure this. Under the agreement, a statutory monthly contribution is payable, however the agreement provides a narrower scope of benefits than health insurance benefits in kind under other legal relationships. Another important difference is that the agreement does not provide for a maximum of 45 days of additional health care entitlement after the agreement has ended (passive right in case of other entitlements)
