Those who are not entitled to health insurance services for any reason, so not insured and entitled (e.g. third country nationals with family reunification visa to another third country national, students without government scholarships) may conclude an official contract or agreement with the health insurance body to ensure this. Under the agreement, a statutory monthly contribution is payable, however the agreement provides a narrower scope of benefits than health insurance benefits in kind under other legal relationships. Another important difference is that the agreement does not provide for a maximum of 45 days of additional health care entitlement after the agreement has ended (passive right in case of other entitlements)
The agreement can be initiated at the government office (“kormányablak”) of the at the place of residence, in the absence of such, accommodation. The government office then order a health assessment for the individual who asked for the agreement.
What documents are required to conclude the agreement?
To conclude an agreement, you must present the following documents and provide proof of the following information:
Proof of identity: identity card (including temporary identity card), valid passport, driving licence in card format (the person named as beneficiary in the agreement must also be certified),
document proving the beneficiary's place of residence, domicile or accommodation,
in the case of foreign nationals, a residence permit issued by the aliens' registration office (excluding residence permits for medical treatment and local border traffic permits),
for full-time students, a certificate of attendance at school.

How much contribution is payable under the agreement?
If the person who concludes the agreement:
is of legal age (older than 18), a monthly contribution of HUF 116,000.00 is payable at 50% of the current minimum wage applicable on the day of conclusion of the agreement, based on the minimum wage of HUF 232,000.00 from 1 January 2023.
In the case of a person under 18 years of age, a monthly contribution of HUF 69,600.00 is payable for 30% of the current minimum wage, based on the minimum wage of HUF 232,000.00 as of 1 January 2023.
In the case of a foreign national studying in Hungary in the framework of full-time education in an educational institution, a monthly contribution of HUF 69,600.00 shall be paid at the rate of 30% of the minimum wage applicable on the day of the conclusion of the contract, based on the minimum wage of HUF 232,000.00 applicable from 1 January 2023.
When do I have to pay the contribution?
The contribution due for the first month must be paid at the same time as the agreement is concluded, and thereafter the agreed contribution must be paid monthly in advance, by the 12th day of the month preceding the month of entitlement.
When can I start receiving healthcare under the agreement?
The agreement takes effect from the first day of the month following its conclusion, but until the 24th month, the agreement entitles you to emergency care only. You can decide to pay the whole 24th month in advance to immediately be entitled to the same health insurance benefits like Hungarian citizens from the first day of the next month, except for 3 benefits:
The person entitled to health care under the agreement can only receive emergency dental care with a subsidy.
He/she is not entitled to receive health care in an EEA Member State or in an Agreement State at the expense of the Hungarian health insurance fund and thus not entitled to subsequent reimbursement of any care received, nor to be placed on the transplant waiting list.
Furthermore, you cannot receive medical treatment in another country that is not available in Hungary at the expense of your Hungarian health insurance.
Before using the health service, a "yellow light" is shown to indicate eligibility for a narrower scope of benefits during the so-called "relationship check".
